Those are side issues. The main problem is the behaviour of the children

If they cannot be easily lifted and placed in the overhead lockers
then they should be checked in and stowed in the hold.......Easy. Why
do you lot make things so difficult? :-)

Only semi tounge in cheek I would say that on some flight types
(holiday charters) its the pis**d adults, who are predominatly tourist
and not travellers, that cause the problems.

They are more predictable, as a result of the [usually short/medium
haul] route (and airline etc).

In 30 years of flying I've only ever encountered mobs twice on long
haul. Once was a plane load of drunk Australians travelling from Hong
Hong to Japan (to get a connecting flight home). The other was a bunch
of "Southern Baptists" who insisted on singing all the way from Dallas
to London.
