The rules for the second and third tier prizes are almost the same - preselected locations/prizes, random picks each day, etc. The second tier locations/prizes are picked by each park manager and the third tier locations/prizes are picked by 'area managers' (FutureWorld, Tomorrowland, etc.). In both of these cases, the locations/prizes can be changed from time to time but are only updated in the computer after-hours (not to affect the particular day's picks). The goal is to award second tier prizes using very specific locations, much like the major prizes - without input from the Dream Squad. The third tier prizes are supposed to give the contest it's 'random' appearance by allowing the Squad some leeway in who is approached (for example a nearby family instead of a single guest), and where the prizes are awarded (for example, "first person to snap a photo of the hub statue 'shortly' after 2:00PM"). These 'tiers' are loosely based on the average value of the prizes in each tier but those numbers not being given out by management. Boom (by the way, I found out that the number 3267 was chosen because it is (club) 33 * 99 although I still don't know the significance of the '99')
