I think the key is to restrict ourselves to comparisons between groups of
comparable size: can we find two groups each comprising 5% of the
population of the U.S. (or North America) as different from each other as
two groups each comprising 5% of the population of Europe? What if we
raise it to 10%? 20%?

Or, on the other hand, we could recognise that most attempts at discussing
it are perceived (even if not intended) as oneupmanship, and abandon the
project entirely...

His inclusion of the phrase "so many" suggests that's not what he
meant.
