Yes and no. In many cases, including Australia, you can carry on water
that you bought inside the secure area. For instance in Perth they
check for water and any other liquids and won't allow more than 100 mL
past security. But you can buy bottled water inside the secure area
and carry it on board.

Bottled water is probably better than the water from the aircraft's
drinking-water tanks, which, while technically safe, tends to sit for long
periods and can have a very funny taste.

Yes. Many times. Or else you are provided a lukewarm glass of
something close to 4oz (~120ml) of water. To add to the fun, some
airlines appear to be operating flights with about half of the FAs who
use to serve the flight.

Bring on your own bottled water - even if you have to pay the
excessive cost of an airport purchase - and you won't have to track
down and interrupt an FA.
