He is still a doctor, but he is no longer involved in providing
healthcare. Along the same lines, you may be a qualified or experienced
computer programmer or engineer of some kind, but you are (judging by what
you say here) no longer in the computer industry.

What the other people will understand by your use of the word - it's
tough, there's no single definition, but that's how the world works,
if you want to define it you need to use more words to remove the
ambiguity.
