There are factors underlying bullying which are not linked with the
victims. So there is truth in what you say.

But your claim masks another truth. Some people are frequent targets
of bullying, and some are never bullied (with most people on a scale
between the extremes). Those who are frequently bullied have
characteristics that attract the attention of bullies, generally being
"different" in a way that bullies feel that they should not be.

It is wrong that people are bullied for being different, but you
cannot maintain that the selection of targets has nothing to do with
those targets.

Sure, you can say that you never made such a claim, but it was there
to be inferred in the claim that you did make.

The ones who are not likely to counter attack are the ones the bullies
choose often.
If Mxs turned around and started shouting abuse things would change.
