takes more than that to change your outside IP, Donnie.... hell, it
takes more than that 90% of the time for your inside IP for that matter.

Agreed . If you have a router - nothing changed.
If you don't and you're on cable modem - nothing changed.
ISP usually gives you same IP for 24 hours or so.
TO see your public IP, go to www.DSLreports.com/tools click WHO IS.
http://www.dslreports.com/whois
It will show you your IP address.
try scenarios.

here in Vegas I've had my same IP for several years, with cox. they
don't move them around much due to law enforcement requirements. Heck,
even if you need to change your IP for some reason (such as being hacked
and someone else using your machine) it takes quite a bit for cox to
move you off an IP... and you won't do it calling the regular service
number that's for sure.

And as you mention --- the inside IPs are doled out by the router's DCHP
controller, which will often plop you right back onto the IP you
"release" from.

or you can type ipchicken.com.

I'm sure the ones who are into this sort of thing, Gary/Sucks/Nomen
for instance, have a whole cyber laboratory set up in some basement
somewhere. And have been monkeying around with such nonsense 16 hours
a day, since War Games came out in 1983.
