I had the same negative image of Naples as most of the responders
here.

But Frommer's (2008) says "[Naples'] artistic and historic riches are
more easily accessed since the historic center's thorough
refurbishment during the 1990's. Also, police work has been effective
in reducing crime and making the tourist areas safer than ever. Yet
Naples is a big city and you should still keep an eye on your
belongings." And in their recommended 7 day tour of Naples and Amalfi
Coast they suggest two days in Naples.

So - are people replying based on visits in the past 5 years, say, or
on old information or prior impressions?

Is a very little thing, in Naples...
Normally if you park the car and if you DON'T remember to let a 'tip' to
the (ubiquitous) parking men youare almost sure to find your car without
wheels, placed on four bricks.
When I go in Naples some year ago I slept in Pompei (in a camping with
also rooms) and I leave my car there.
When I go out (by feet) from the camping to go to the train to Naples,
someone went near me asking <<Where's your car?>>....
They want to 'ward' your car (obviously not free...).
Happily paying the camping, the 'ward' of the car was included by the
camping owner...
So, for this and for the traffic nightmare, the answer is: if you can,
don't take your car in Naples...
Better go there without a car...
