Why on earth don't they make them out of rubbery stuff, like
skateboard wheels?

I think they do, in the most expensive ones - or rather they use inline
skate wheels. No idea why they don't do likewise for cheap ones - skate
wheels aren't THAT expensive.

Damn, that is a good question! I'm guessing it has something to do with
being able to soak consumers for overpriced parts.
