Scotland has had a similar scheme for a few years - free bus
travel anywhere in the country for anyone over 60 (with a few
exceptions like the night buses in Lothian Region).

You have to provide a Scottish address and a birth certificate
to get the entitlement card. I have one. I've been told that
Scotland has a reciprocal recognition agreement with Malta for
them, but with nowhere else.

This sort of thing needs to be standardized internationally.
A blind friend from Germany has visited a couple of times -
regulations on entitlement to a blind person's travel pass
are much the same in Germany and Scotland, but Scottish bus
drivers don't (officially) recognize her German blind-pass.
In practice, fumbling her way onto a bus with a white stick
and shouting "Scheisse!" when she hit something usually got
her a free trip.

I'm told that there are standardized parking permits in Europe at least
for vehicles with disabled drivers or passengers. Useful to know if you
are traveling to another country with a disabled person and rent a car -
take the badge with you.

Is it not inconsistent and against public policy to provide price
reductions etc. at the age of 60? I ask this especially since there are
attempts to raise the age to receive pensions to 67. I will admit that I
do take advantage of senior fares.

I'm 72 and I admit to a small twinge of guilt when I get a senior
discount (the National Park Service charge of $10 for a lifetime
pass may be the bestone of all); On the ohter hand, I do take
them when offered.
