I would expect them to happily accept the 10Kg bag and charge extra for
the 20Kg bag.

You need to get together (in the queue for check-in if not before) and
arrange to have two bags of 15Kg each.

To some extent you can call it a "stupidity tax" on people who don't do
this.

Very unlikely.

That's the limit per bag, after you've paid their excess baggage
charges.

If they meant what you hope I think they would have said "up to 2 bags of
maximum combined weight of 30kg"
