Exactly! (My choice of "ideal" locations is based upon the availability
of top quality opera and classical music performances.) I truly wish I
had found the courage to begin my international travels when I was
young. There are many parts of the world I would like to have seen and
did not. Who knows, if I had begun my European travels when I was still
young, I might have managed to audition for (and be hired by) some
regional opera house? (Many American singers of my generation did so -
none became "superstars", but managed to make a living doing what they
most wanted to do.)

I could be mistaken, but I think one can collect U.S. "Social Security"
benefits anywhere, since they represent money we have paid in taxes, all
our working lives. (However, they are paid in U.S. dollars, and even
here in the U.S. provide somewhat less that a reasonable amount to
sustain life, if that's the sole source of income.)

They're not Goan residents.

They're UK residents travelling on tourist visas issued by the Indian
government and valid for six months. They who go to Goa for those six
months, officially on holiday. They continue to claim, and many of
them also work there illegally.

She is, I'm afraid, horribly typical of that group.

She was always a UK resident. Officially she was on holiday and
travelling on a tourist visa.
