At some ports the ship can not dock, so the ship anchors out, and they use tenders to transport the passengers from the ship to the port. If you are a Queens Grill Suite passenger you get priority boarding on the tenders. That is go first. -- Charles

It also means that your chances of getting to land have been diminished. Poor weather, rough seas and delayed tenders can affect your time and chances of getting to excursions, rental cars or on and off dock shopping. It is also not unlikely that the cruise ship may run tenders in terrible conditions.
