We were there in August this year - and 'enjoyed' Typhoon Morakot. 1 week is just barely enough time to view the highlights. Two weeks and you'll see more stuff in depth - in fact that's also enough time for a tour of the whole island. English is understood sufficiently for you to have an enjoyable time. The people are very hospitable - and go out of their way to help tourists. Food is great. Night markets unmissable. In Taipei - use the 'Metro'. Buy an 'Easycard'. It covers all public transport in the city. The metro is fast, a/c, on time and efficient. Taxis in Taipei are also metered, cheap and honest (unusually for Asia!!). Have Fun. We did!!!
