I wondered if DL is like WDW for roped off viewing for Fantasmic and the

Yup. Wheelchairs are on the walkway at the very top of the
bleachers. I'd rather park the wheelchair and move down to a better
seat. If it's at all possible for you to do that try it. If you need
the support of the wheelchair for your back, then you and your party
will be all together but you will be at the top of the bleachers.

According to DL's Fantasmic! page:
Wheelchair Access: A viewing area for Guests with disabilities is
located in front of the Golden Horseshoe. Please contact a Cast Member
for assistance.

For the fireworks...I would ask at City Hall (I assume you will be
stopping there first thing any way to get a Guest Assistance card), but
I think you might be on your own - I know I have stood behind
wheelchairs several times for the fireworks and they have just been out
in the street with the rest of us.
