The calls are coming from the building where ace resides. It is called the
Budget Suites of Reno and Ace lives there using his welfare money.
If you have noticed the pattern that ace portrays on this newsgroup, you
will notice that he posts for awhile and then is gone for a similar period.
What happens to ace is that he screws up and the Budget Suites management
disconnects his DSL connection due to complaints. If they get a lot of
complaints, they disconnect his telephone service for awhile.
Ace has been a rather good boy lately, so now he is allowed to post
insulting remarks on avlv and also to make harassing phone calls to the U.S.
and Canada.
They can't remove his privileges entirely, since the courts have ruled that
tenants had a constitutional right to torment the public at will.

I'd love to have some of that genuine "north of the border" harassing phone
calls. I have caller ID, so if I see a phone number for Budget Suites, I let
the answering machine take over.
