Depends on the cel phone and the sound format. There are utilities to
make your own ring tones for petty much any phone, and then help you get
them into said phone.

Many really new phones use .mp3 and load it in through a mini-SD card,
bluetooth connection or data cable. Many more phones can do a data
(internet) connection, so you can use a web site to host your ringtone
for personal download. I have heard they can be sent by instant
message, but I have IM blocked on my wife's phone (we don't text, and we
got hit with a tab of $7 in one month for being sent messages from
friends who do text*).

* And Sprint is a BS carrier who charges for EVERYTHING they can nickel
and dime you for. The phone is through my in-laws. We may get a family
plan later this year, and it won't be through sprint.

What kind of phone? I've made some ringtones for my iPhone using
various songs I've ripped from CDs. Farily easy, really.

I have a Verizon env3. I had MSEP and Fantasmic on my Samsung
Eternity (through AT&T) but can't seem to get any free downloads now.
All the website that say free want $9.99 a month subscription fee. No
thanks!

I too, have sprint, but I don't get nickel and dimed, but I would like
to change carriers. (Although PiC's boss insists on texting PiC, and
it ends up costing me like $0.50 a shot...)

Problem is, I need a nation-wide carrier, and go to some pretty remote
spots where I'd like not to roam.

Then the bigger problem is, when you research the carriers, there
aren't a whole lot of people who like their carrier, no matter who it
is... Sprint customers think Sprint sucks. Verizon customers thinks
Verizon sucks. AT&T customers *really* think AT&T sucks...
