You're right.
IMHO, a Lotso meet-and-greet makes no sense whatsoever.

However, he is a "plush."
Could it be that, in their single-minded quest to shove cheap plush
souvenirs down our throats, the Disney gift-shop bean-counters are so
unaware as to market Lotso (without realizing and/or caring that he's
a truly despicable villian)?
If so, the parks & entertainment people would have to help move the
product?

BTW, I saw the movie yesterday (a carefully-chosen 2:15 matinee -- in
2-D -- for only $7.75).
I thought it was great.
Perfectly tied the three movies together to a satisfying conclusion.
Yet, IMHO, there is still an opening for another movie should they
want to.
We *love* these characters!

But the Imagineers designed an entire meet-and-greet area. John
Lasseter is something like creative VP of both Pixar and WDI. You'd
think at some point he'd have said "uh, guys? He's a bad guy...."

Well, just as we know that many of Disney's greeting characters
have traditionally been oriented toward girls, and that they're now
trying to add more characters who appeal to boys:

I can only assume that this was a conscious decision: they're
acknowledging that many of Disney's greeting characters have
traditionally been oriented toward good girls and boys, and now
they're trying to add more characters who appeal to evil kids.
