The big thing Disney needs to do is to find carrot ways (because sticks aren't nice) to discourage DVC owners from renting out their points. First there was a bit of stick-rattling a couple years back, where Disney made a point of cancelling some rental reservations that showed a pattern of commercial activity and reiterating their policy that DVC is for the member's use and is not to be turned into a rental business by owners. Second, I think they are or already have taken any excess out of the system, so that more and more you have to own where you want to stay, or be ready to go through the waitlist process. I can't imagine renting out points on anything but a casual basis if you have to field fifteen phone calls explaining to people they can't get what they want, is SSR or OKW o.k.? Sounds like a real pain. Third, they have now offered you the option of renting a handful of points to round out your ownership allotment. I think among the many things it's good for (like getting you there more to spend more money and maxing out occupancy again), it's going to encourage people to use instead of rent small allotments of leftover points that are going to expire. Any time they can, I'm sure they will do what they can to encourage guests to buy directly from them via their packages. ~Amanda

I don't think the occasional renter bothers DVC very much but you're right in that they do try to discourage the serial renter - the person looking at DVC as a revenue stream or profit center.
