The problem with that, is there are a total of 2400 rooms at UO. There
are more than that at Port Orleans alone. It would not only
have a detrimental effect on the fastpass system, but too many
guests who can't afford (or can't) stay on-site won't even bother.

I think Disney recognizes this, and stays a step above all the
other theme parks by *not* selling VIP passes. (For less than
a few thousand dollars, anyway.)

I think they try to maintain the appearance of not being MORE intereted
in people who spend more.

It's an inclusive attitude that is perhaps one of their basic marketing
philosophies, though it's not publicly promoted in a direct way. I
think it helps support the "magic" that is the immersive theater of
theme-park-as-paradise.

I said something similar when I bought points at DVC. Why do the people
who take the tour get free ice cream and Fast Passes for their whole
family (including one very extended family who left their kids in the
free kids care, went on the tour and as they ate ice cream they talked
about how much time they "wasted" just to get the 10 fast pass cards.)
But those of us who BUY from DVC (directly) get nothing. I said that if
I was planning to spend my next 50 years learning about DVC, I should
get some fast passes too even though my husband refused to go on the
full sales pitch! I suggested that if you go on the tour you get them
but if you buy you get them too! "How many people are in your
immediately family? Oh four! OK here is your contract paperwork and
your four fast pass cards!" Or, 1-199 points in 2 fast pass card,
200-399 is 4, .... Of course those who bought resale would not be happy
and I am sure others would not be but I thought it would be fairer! Of
course, no one cares! :-) Alicia

They have EMH. (Regardless of what you think of it, it does provide
several more park hours over a non-on-site guest, not to mention not
having to drive to the parks and pay for parking...)
