Nothing.
Let them start by keeping the Wishes campers, the overflow waiting for
the Crystal Palace and the people taking a break where they can sit
from taking all the available seating outside of Casey's. I've never
once -- in 20 years -- been able to sit down and eat at Casey's -- and
I bought food! While there busy improving the guest experience, try
clearing and wiping the garbage from the few filthy tables that do
open-up at Casey's.

Then, let them tell the SpectroMagic viewers to vacate the tables at
Pecos Bill's if they're not eating.
If the other venues I mentioned -- not on the parade route -- were
open, people needing to eat wouldn't have to deal with Peco's Bill.
Disney created this problem, not the guests.

Well, Patty, there are always busy times.
However, the system worked well for MANY years (prior to Disney
artificially reducing capacity and operating fewer venues with shorter
hours and inadequate staffing).

We NEVER had the gridlock we experience now.
People also had other less-crowded options to choose from. Not
anymore.

And, why should people need to be holding a table for "10-15 minutes
before they actually need them" -- or longer?
Who says we need to stand in 20-minute+ lines to order at Pecos Bill?
We didn't have to before.

Also, in the past, sit-down restaurants were able to absorb more of
those wanting to eat.
Fact is, they're not being utilized to capacity either.
Sure, you can't get a reservation. But it's not because they couldn't
be handling more customers. Disney has chosen to operate restaurants
so that they maximize profit by eliminating excess capacity.

At one of the other restaurants that Disney has chosen not to operate.

Yeah, I see this being a problem for us. I always go get in line to
order the food while Jan and Katie find a seat. I can tell you that
they would be very upset if they were forced to stand in line and wait
on the food before being able to sit down.

IMHO, the real solution to this "problem" is to have more seating areas.
So, who cares if it's a family of four sitting there sharing one soda
and sending text messages? Being able to sit down and rest for a few
minutes is just a simple human need that should be accommodated.

The people with food looking to sit down somewhere, you know, the ones
that just spent 50 bucks on lunch.

Sitting down to eat what you just paid for is a simple human need that
should be accommodated. Unfortunately, manners can't be legislated,
and as long as they are not or can not be, there will have to be more
and more "creative" ways to deal with a complete and utter lack of
manners on the parts of, it would seem, most people. There really
aren't all that many resataurants in America where it would be the
least bit OK for a family of four to consume that tables' overhead by
sharing a soda, including yours if you owned one. That wouldn't be OK
anywhere, I don't see why it would be OK in WDW.
